RX 470/Athlon 860k Bottleneck?

So i just got a RX470 and im getting low fps in almost every game. i see people getting 200fps on games like CSGO and LoL while im struggling to get 70fps, is it possible that the CPU is bottlenecking the GPU ?

Some specs :
-Athlon 860k
-XFX RX 470 4GB
- 2x4gb 1600mhz RAM sticks
- 2x2gb 1333mhz RAM sticks

you are better off running the 8gb set of 1600 ram only

yeah, you are never going to get benchmark numbers from the 470 with a 860k
