[SOLVED] RX 470 fan problem?

Hi, I can't thank the people that helped me enough for helping me choose this GPU, it performs better than my older GPU, but I have a problem, one of the fans is acting really strange, it can't be controlled, and when it spins it keeps controlling it self, sometimes it makes a noise on the motor like it's trying to spin but it can't (and it it's actually what happens), and when it spins (which is most of the time) it's almost always at max speed, it sounds like a old desktop fan, and it can't be controlled at all, only one fan can be controlled, it's not too annoying but can this be a GPU issue?

The GPU is a Sapphire Nitro RX 470 4GB OC and it has no backplate.

Check your FAN settings in amd control panel because you may have some profiles that start and stops your fans at random times based on your temperature
