Question rx 470, gpu lights on, no display, fans not spinning

i have and asus rog strix rx 470 oc 4gb, i plugged it on my pc and there are 2 leds beside the 6 pin connector, the light is there and the rog logo also lights up, fan doesn't spin and there is no display output. i would love it if someone has a solution for this.
note: other gpus run perfectly fine.
cpu: fx 6300

Make and model of your PSU and it's age? On second thoughts, please parse the specs to your entire build, including the prior GPU used in your FX powered build. Please include what you're referring to as other GPU's.

mobo: msi 760gm p23
cpu: fx 6300
ram: 4x2 ddr3 1600mhz transcend
psu: antec 450watt

previous gpus on this system: msi gtx 560ti, 750ti, r7 360
ps: they all worked perfectly fine
