RX 470 not recognized. Can't install Drivers. Is my GPU dead?

I have had a ASUS ROG Strix RX 470 OC4GB GPU since Christmas of last year. It worked amazing with my prior computer build that included:
AMD FX-6300 Processor
Gigabyte GA-78LMTUSB3 Motherboard
and 8GB of Crucial Ballistix Sport RAM
As of two days ago I purchased the following
AMD Ryzen 5 1600 Processor
ASUS Prime B350 - Plus Motherboard
and 8GB of Corsair Vengeance LPX 3000Mhz RAM
The HDD I have is a 1TB Toshiba drive and I have the latest Windows 10 64 bit installed.
In the device manager, I can not find any listing of the GPU but I do see Microsoft Basic Display Adapter under Display Adapters. I have tried disabling the adapter and installing RX 470 drivers, I've used DDU to uninstall drivers and then install them, I've done a fresh install of Windows and tried installing the drivers. The problem that I have when I try to install the drivers is that whenever it begins installing the Display Drivers, the screen goes black and says no signal and I end up having to use a restore point to fix the system. Another thing to note is that the ROG symbol on the GPU is glowing but the fans stop spinning once Windows begins to boot up everytime. Is my GPU dead? Any suggestions or advice on how to fix my problem would be fantastic. (sorry for the long post)

try putting the graphic card into different PCI-E slot!

I tried placing the graphics card in the other PCI-E slot, the same exact problem though.

Just tried this, same issues occur. Will getting a new card fix my problem?

Sounds like that may be your problem. The only other thing to try is a new power supply.
