Rx 470 rog 4gb oc edition problem with core and memory clock speed

hey guy can you help me i got new asusrx 470 strix rog 4gb graphics card and my card in gpuz shows that memory factory clock is only 1550mhz and that core clock is 1113mhz. it is hynix version of memory asics quality is 75 %. online when i read this card specifications it has core clock at 1270mhz and memory clock that is factory at 1650mhz .

so what do you guys think why is problem here ??

Clock speed are lower when the GPU is not under load.
