RX 470 Turns off during Windows boot

Hi, my RX 470 turns off during Windows 10 boot and I have either a black screen with a signal or no signal - the windows itself is still apparently loading.

Fortunately, I'm able to get to windows using Safe Mode & I've tried reinstalling drivers, checked their integrity and so on. It didn't correct the issue.

Sometimes even Windows itself fails to load and when it does before the card turns off, I'll get atikmdag.sys error which points me to a driver issue rather than hardware problem.

Could someone, please, advise me what could be the issue?

Did you make sure you're on the latest BIOS update for your motherboard? Which driver revision are you working with? Have you tried older versions to rule out a bug in the driver? If you can get to GUI, see if you can perform a repair install.

BIOS: H270M BAZOOKA (MS-7A70) V2.6 BIOS Release (the newest one)
Driver: I've tested the newest, 18.3.2 & 17.12.1
Repair install: Can't be repaired result

CPU: Intel Pentium G4560
Motherboard: H270M BAZOOKA (MS-7A70)
Ram: 2x HyperX 8GB DDR4 2133MHz CL14 Fury Black Series
SSD/HDD: Seagate FireCuda SSHD 1TB
GPU: GIGABYTE GV-RX470G1
PSU: Seasonic ECO-430 T3 80Plus Bronze
Chassis: EVOLVEO M2

I think that I should also mention that I'm sometimes able to get to Windows without a Safe Mode. I have yet to find the fool-proof way of doing it, but it seems to be a combination of startup repair with multiple Safe Mode boots.
