RX 480 4gb or 1060 3gb 720p/1080p gaming

its really confusing which one is better the RX have 1GB Vram more and it support DX12 (its really matter ?) and the 1060 3gb mush faster which one i chosse for 720p /1080p gaming thanks :)
 
Solution
The 1060 3gb is not faster than the 480 4gb, in DX11 they are equal in performance(averaged over multiple games) and the 480 pulls ahead in DX12 and Vulcan. Yes, DX12 and Vulcan performance makes a difference as it's adoption is happening much faster then DX11 did. More and more games are adding DX12 support and this will only increase going forward.

The 1060 3gb is NOT a 1060 6gb with less VRAM, nVidia disabled part of the chip. While the 480, as mentioned by the other poster, is the full chip but with half the VRAM that runs a little slower.

Solution
If based on the video memory alone you the 3GB is simply not a good choice. More and more games are using 4GB+ for memory so that really needs to be taken into consideration but don't take my word for it just look at this review from Guru3D for Resident Evil 7. I'd like to point out that even if this is not a game you're interested in playing the fact that the video memory requirements continue to increase is fact.

When your video card runs out of video ram it will try to offload that information to your system ram which is substantially slower and will result in stuttering. Although the alternative would be to turn down some of the graphic details so that the memory usage would drop.
