Rx 480 8gb Red Devil Overheating

I built my friend a pc about a year ago. It ran great until last when his gpu started getting warmer than usual and frames were being lost. He didn't tell me until games became unplayable and temps were reaching 90c. I took his computer and tried to see what was wrong. It was dusty and I cleaned it but that didn't do anything. I underclocked it and set a custom fan curve but temps were still 80-84, but my room is ice cold so it would probably still be in the 90s. My last resort it replacing the thermal paste but I wanted to see what some of you might think the problem is. Keep in mind it used to run perfectly fine with no problems and this problem occurred very recently.

I am sure the answer will be affirmative, but I need to ask...did you physically check to make sure the fans are in fact working and spinning? You can hear them while the PC is on?

Also, it might be that a spring is a bit loose, try checking them on the back of the card to make sure they are properly tight.
