Question RX 480 causing freezes unless underclocked

Gpu causing random freezes everywhere(browsing the web,idling,gaming,etc..)It freezes for a good 20 seconds,the screen then goes black for about 3 seconds and then it's back to normal.It happens at random times,sometimes 2 times in a row in like a minute.I have tried a lot of things,like really a lot.The only solution seems to be to downclock the core to 1050mhz,then it works normally all the time,in all games.In some games I can raise it to 1220mhz.Any help would be appreciated since I'm really out of ideas.
Btw here's 2 different tables,the first one is with the gpu being clocked at 1190mhz(or close to it)(no crash/freeze),the second table is with the gpu clocked at 1250mhz(with a crash+freeze).The info was recorded with HWinfo64 when running Superposition game 1080 medium.

Motherboard: Asus Rampage Extreme 2
CPU: Xeon x5650 overclocked to 3.97ghz
Memory: 5gb ddr3 (same happened when I had 9gb)
GPU:RX 480 8GB GDDR5 G1 Gaming
VBIOS: 015.050.000.000.000000 (tried a lot of different bioses,same happens)
Driver: 20.3.1 (same happens on every driver)
OS: Windows 10 x64 (10.0.18363)
 
Either:
-the gpu is overheating - not likely.
-the power supply is crap if you're having to reduce the gpu's power draw for it to even be playable.

I'm leaning towards the 2nd, because quite a number of budget builders tended to pair that and the RX 580 with low end psus; they DO NOT play nice with cheap units.

Hey thanks for your reply.The psu is an evga g3 650w so I don't think it's that.
Beetwen me posting this and now replying to you I managed to improve the situation(I think) by lowering my voltages a bit more than in the past,but the clock speed remains good(1260mhz at 1v).Although I've only tested with benchmarks/stress test apps(Furmark,Superposition and MSI Kombustor) because I can't launch the only game I have on my pc right now(not connected with gpu problems).
