I bought an RX 480 8gb and it arrived a few days ago, has been making a very anoying coil whine sound every time I play a game, is there any solution?

Nope, graphics cards for some reason in the past few years have increasingly suffered from coil whine.

I saw online that over time coil whine gets better over time for new GPUs, is this true?
