The RX 480 8 gb model is like 1/3 of the price of a GTX 1070, so do I get that alongside with a I5 6600k or stick with my I3?
It depends on the games you play. More CPU heavy games will like the i5, especially if you overclock. However, there will be a lot of games, even new ones, that you might not see any more FPS out of moving from an i3 to an i5. You could always get an RX480 and see how it does before investing in a CPU you may not need.
I checked online and only 2 games I play are cpu intensive ,like world of tanks and city skylines, but I also do light video editing. The I5 would be beneficial for editing right?
World of Tanks and Cities Skylines are fine with a new i3.
However, the more you get into video editing, the more you want an i7 (not an i5). The more threads the better when encoding video. If you don't overclock, you can do a Xeon if you want also, sometimes they are cheaper, as long as your motherboard is compatible, to get 8 threads.
