Question RX 550 4gb poor idle performance, does not know when to work?

Just purchased a RX 550 4GB, and I'm facing issues at softwares like 3DS MAX, sketchup or even Photoshop. feels like a jitter effect when orbitating, panning 3ds objects or even very simple and low resolution images in Photoshop. looks like my video card is lazy, because if I run a FURMARK benchmark, minimizei it, and go back to the softwares said above, the problem is gone! i have a smooth experience.. my video card is very poor at idle? why? i had inferior video cards in the past, and had better permormance... in games, this video card is providing good performance...

keep in mind that if I run a benchmark in the backgroound, while i use other programs, like PHOTOSHOP, it runs smooth!
