Question Rx 560 + Dell Inc. 0GDG8Y Motherboard + i3-2120 = Blank Screen. How to Fix?

I've updated the BIOS to the most recent available for the vostros 260.
I have made sure to connect to the GPU instead of the onboard graphics
The powersupply is 600 W
There does seem to be a socket near the PCIE slot but I don't have a wire that can connect to the three prongs.
What should/can I do without buying something extra?

Remove the graphics card and try to boot from onboard graphics, and not using any adapter, either HDMI or VGA cable.

This is to know whether the problem is with the GPU or something else.

If this doesn't work, unplug power from the system and hold down the power button for 30 sec.

Now reset the RAM and the CMOS battery.

I have the same motherboard in my dell desktop, and i had a hard time fixing this problem when i upgraded, though i'm not sure what did the trick there.
