RX 560 PUBG Sttutering / Low fps on non-demanding game

im new on the pc build stuff so i dont really understand whats the issue or whats low performing so pls go easy on me

My specs :
CPU : i3-4150
Motherboard : gigabyte h81m-ds2
RAM : 8GB
GPU : Sapphire RX560 2GB
PSU : FSP HEXA+ h2-500W

So when using my old gpu (Gigabyte GT730) I bought pubg and tried playing it but it have very low fps but not stuttering so i thought if i bought a new gpu the problem will be fixed.
So i bought a rx560, plug it in, then tried playing it.
At first it`s running smoothly but 10 minutes into the game it starts stuttering or even my screen freeze so i cant play , it kept repeating everytime i play pubg until now
Same case for csgo when using GT730 and i was getting arround 60-120 fps on csgo, i was using it for 2 years now. And a week ago i changed to the rx 560, when i tested csgo is still got the same avg fps so i tried reinstalling and play it again and the fps was a bit higher around 100-150, but if i played pubg before CSGO it turns back to the old avg fps and a bit sttutering/lag

I cleaned all nvidia driver with DDU,
Turned the settings to very low on both games and the problem still here

Maybe its a bit stupid to ask but what's a thermal throttle.

i tried to check the cpu temps and compare it online and it still on avg temps based on what i saw on a webite about i3 temps
 


Thermal throttle is when your cpu or gpu downclock their frequencies/voltage to compensate the extra heat being produced. This is to prevent damage from over heating. Download RealTemp to monitor cpu temperature under load, (while gaming), not while being idle. Average temp says nothing, we need to know your max temps. Use MSI afterburner to monitor gpu temps too.
 




Any way to fix it other than buying new cpu?

If its just temperatures causing it to throttle, then its easily solved (new thermal paste and re mounting the cpu cooler).

If your cpu is simply being maxed out and not fast enough, then you could probably grab a 4th gen i5/i7 or xeon from ebay to go in your motherboard.
 


Do i need to change the stock cooler too?

Well i was thinking about getting pentium g4560/i3-7100/Ryzen 3 1200, dont know whats best for the money.
Do i need to change my motherboard too if im buying new cpu?
 

Any cpu suggestions for 110 or less thats on retail price, because in my country its kinda hard to get pc stuff on sale
 


I checked the temps while benchmarking bioshock infinite (havent reinstalled pubg) and got the temps about min : 50 & max 70 celcius, so is it thermal throttle?
