Question RX 5600 OEM PCI-express-scaling

Totally hypothetical question here...
Does anyone have any idea what the PCIe scaling would be for that card? Since it's a PCIe 4.0 x16 card and not requiring all the bandwidth provided by 4.0, I was wondering how far backward it could go before saturating the interface. 3.0? 2.0? 1.0?

Just an FYI, you might not even get a concurrent gen GPU to work on a PCIe 2.0 or lower slot due to lack of an UEFI BIOS...or that the UEFI VBIOS will just display a black screen even though your system might've booted into the OS GUI. If you do, you can't go below PCIe1.0b(IIRC).

One other thing to note is, if you're dropping a GPU of that nature onto a slower slot, your resources are best allocated on something else, instead of a GPU, like a more concurrent build.
