what is better for ryzen 3 1200 4GHz?
rx 570 4gb for 1080p60 or rx 580 8gb for 1080p60 (found used rx 580 for 130 and rx 570 for more than 130€)

The RX 580 is better, but don't buy used cards, unless you are sure about the card's condition and warranty.. You can also consider the GTX 1660/1660 Ti GPU as well. Your CPU Might create some bottleneck though.

Though the definition of bottleneck is misleading.

I have had mediocre experience with used cards. I would buy it as long as you have some guarantee, like ebays 30day.
