Question RX 570 core clock locked to 700mhz ?

I've a rx570 8gb i used it with a riser (1x > 16x) . On riser this gpu worked fine but after connecting to 16x windows won't load (stucks at loading page loading circle circulates though). After reinstalling windows, core clock is stuck to 700mhz but it works fine in pcie riser and core pumps to 1300mhz. Can anybody help pls??

Provide more details on the GPU and the rest of your system.

What are you using to measure the core speed ?

Using adrenaline and heaven benchmark both gives same core clock.

system -1:
core i3 4th gen
ram 8gb

system-2:
amd phantom
ram 4gb

Note: At first pc locked in bios boot up. Screen was locked in windows loading page. Then i reinstalled the windows. This time windows booted but gpu core clock doesn't go over 700 mhz. but if i use riser it works all fine.

hmmm that's a weird issue...typically we'd expect to see the opposite with the riser being the source of crashes or lower than expected performance. Have you made any BIOS changes to the pci-e bus speed or pci-e timing setting to get the riser to work ?
