RX 570 install: "Windows has stopped this device because it has reported problems. (Code 43)"

My adult daughter failed to report a problem; so the system was 6 months cold and didn't work at all. I wiped and re-installed Windows 10, but the existing R9 270 card would not load the AMD drivers. It ran fine with the generic driver. Yellow screen with the AMD driver installed.

So, I am trying to upgrade to a known working but used XFX RX 570 4GB -- and I tried the current and previous driver -- and I'm getting an actual error message. The message is: "Windows has stopped this device because it has reported problems. (Code 43)"
Event is: "Device PCI\VEN_1002&DEV_67DF&SUBSYS_C5701682&REV_EF\4&5ac7d5a&0&0010 requires further installation."

System components.
ASUS M5A97 R2.0 motherboard, BIOS 2603 (checked as latest)
OCZ 600 Watt power supply (tried a known working OCZ 500 Watt with the same results)
16GB of matching memory.
Windows 10 build with 500GB SSD.

Let me know if additional details would be helpful. My notion of what to do next is buy a new motherboard, but I have no real idea what might fix this issue.

Solution
Clean the drivers with DDU before reinstalling them. It could be a broken 270 and problematic drivers with the 570 or two healthy GPUs and a faulty MoBo. Before buying anything, if DDU + reinstalling drivers doesn't work, perform a last formatting.
