Can you recommend a PSU under 25€?
If you want to chance THIS happening, then sure:

-there isn't anything even remotely decent in that price range.
-you'll end up recreating your current situation, or worse, with a unit of that value.
-don't cheap out on the most important part of a PC. It can cost you literal hundreds whenever it decides to go.

Ask your folks for some extra money if need be, but you need to bump it up to at least 70 Euro - this unit is the absolute lowest I'd suggest you go: BitFenix Formula Gold 450 W 80+ Gold Certified ATX Power Supply

1 fan is never enough for a graphics card, the card it self might have 2 as far as i know the 570's depends on the AIB or the ref design, but just one cpu fan for the whole system is asking for it, get more cooling, it is probably your GPU.

Same overheating issue with me. Asus Strix RX570 4GB that goes 88c under 100% load. Idle temp is 34c.
System is DELL T3500 with X5690 @ 3.4Ghz. Airflow is 2 140mm fans on the front and 2 80mm fans on the back for outflow. Dell PSU 525W 80+Silver. Just got the card today.

Do NOT continue to use that PC with that fire hazard of a psu in there - replace it with a quality unit ASAP.
It might even be too late, since you already smell burning. Junk units like that have to potential to ruin all your other hardware.
Oh wow. I didn't even pay attention to the PSU he mentioned. The card temps are perfect. The burning smell is probably coming from the PSU when under load.

I opened both sides of case, overclocked GPU fan speed and now its running about 76-77 and the inside of the case is not burning its just warm air

Did you get it from a reputable source?

What is your case?
By chance, did you mistakenly install the case fans backwards? [It does happen.]

But when i touch the GPU its hot
It's normal for these devices to run warm. But you can't tell how warm it's running that way.
For the most part, cpus, gpus, and ram kits are fine if running below 85C.

But when i touch the GPU its hot
Obviously it will feel hot at 77-78. That temp is normal for this GPU. Basically the temp is normal for any GPU to be honest. Don't worry about the temps. Worry about that non-branded cheap PSU. You're saving a few dollars but that might end up costing hundreds. Better spend $60-$80 on a PSU now to avoid losing everything in the future.

I don't know my case model, and i have only 1fan on CPU, and 1 fan on GPU, but i today will going to order a fan

There should be a sticker with the model info somewhere...

i have only 1fan on CPU
Then you're still using the I5-3570's stock cooler. Not an issue. The cpu will throttle if overheating - shutting the PC off should temperatures reach critical.

1 fan on GPU
Yes, I'm aware. Your gpu is one of the following: Sapphire Radeon RX 570 8 GB PULSE ITX/Sapphire Radeon RX 570 4 GB PULSE ITX
Also a non-issue. The gpu will also throttle when overheating - shutting the PC off if it's temperatures reach critical.

It's very difficult to kill these things with just poor cooling alone. That junk power supply on the other hand, can kill everything.
Your priorities are not in order. A new, quality psu is needed before you attempt to power the PC on, or the next time you do so may be the last.

When i placed in the GPU and tried to play games my pc restarted every Time and i turned off something and i think it was heat protection, it was PSU surges or something like that.
