Question RX 570 running at 800-900MHz. Not running at core clock speed.

Description of Original Problem: I own a Sapphire RX 570 4GB variant. I recently noticed that the GPU was only running in the 800MHz range. I tried Furmark and monitored, 100% gpu usage, memory clock is fine, but core clock was stuck at 800-900. Upon overclocking, I see a proportional increase in core clock, but again, the difference between current speed and max speed remains the same. Could this be a power issue? How can I diagnose this. The card is 1 year old and has warranty. Any help is appreciated

Computer Type: Desktop, custom built.
GPU: Sapphire RX 570 4GB. No overclock.
CPU: Ryzen 5 1400, no OC.
Motherboard: Gigabyte A320M HD2
RAM: GSkill Ripjaws V 2400MHz, 8GB x 1
PSU: Corsair VS550
Case: Deepcool Tesseract, 2 front fans, 1 rear fan, stock cooler
Operating System & Version: I.E. Windows 10 Pro Version 2004
GPU Drivers: 20.7.2
Chipset Drivers: 2.07.14.327
Background Applications: Regardless of apps running

Troubleshooting: Checked power connector tightness, checked speeds with GPU-Z, stress tested with Furmark, Tried AMD auto overclock and MSI afterburner OC (Slight OC to be safe).
