Question RX 570 Stuttering

SPECS:

i5-2400
RX 570 4GB GIGABYTE
8GB RAM DDR3 DUAL CHANNEL
350W PSU

I know that this CPU bottlenecks the GPU, but I've seen a YouTube video with this configuration and it ran much better than whatever I am getting. It lags at everything, I use to have a GTX 750ti and it performed better. I did a clean install of windows and it still lags, even the boot times have slowed down.

cpu/gpu temp and usage during the game?
that psu is weak for the rx 570, what the brand and model?
and don't believe everything you see on youtube

i think both temps are around 40-55°C and i dont think that psus can affect the actual performance of the game. i also noticed that the gpu usage is quite low at 50% on a triple a game
