Question Rx 5700 help

I've just purchased a rx 5700 on my b450 tomahawk, I'm getting low gpu usage and bad downclocking causing stuttering, is this due to my motherboard not be compatible with it or just some driver issues on amd side? On bios version e7c02ams.170 with a ryzen 1700
