my friend is building and im helping him with the parts his cpu is ryzen 5 3600 and i was woundering what graphics card is more worth it that will be able to run games at 144fps or 60 For the next few years

Depends on how much they are comfortable with spending up front.
If they're not ok with something like a Sapphire Pulse RX 5700XT, then step it down to the 5700 model.

Plenty. You're looking at maybe 350w max system draw. Even a 550w psu would be an option.
