Question rx 5700 xt nightmare

So I recently upgraded from an rx480 to an rx 5700 xt and added an intel 660p SSD.

Yesterday I fixed some issues with both. Windows was locked at 720p resolution and installing the latest drivers fixed that and put it at the normal 4k resolution I use. I was able to play BF3 just fine although I noticed my FPS seemed to be low considering the benchmarks and power of this new card. I was getting just about 100-110 fps on 1440p high settings (even after optimizing advanced settings for higher frame rates). The card is supposed to be getting these numbers on the newer BFV, not an 8-year-old game like BF3.

Additionally, I used Origin to move BF4 to the new SSD so it would hopefully launch a bit faster. However, when I tried to launch BF4 my PC would immediately blue screen and restart everytime. I noticed there was already a new 10/17 driver update from AMD and installed it to see if it would help.

Well after doing that I am back to square 1 where Windows is locked at 720p. This "upgrade" has been a nightmare for a novice like me and I need lots of help.

PC Specs (hopefully it helps):
ryzen 7 1700x
asus b-350f mobo
1tb WD blue hdd
512gb intel 660p SSD
rx 5700 xt
650w EVGA PSU
16gb RAM

model of the psu?
cpu/gpu temp during the game?

650w EVGA NEXSUPERNOVA 80+ Gold PSU

My GPU temps when idle are about 40 celsius, when playing BF3 they range between 55-70 celsius, and I can't even test temps for BF4 because it literally freezes or blue screens as soon as I try to switch to the game. It launches fine, but when I try clicking the icon to head into the game I freeze or blue screen.

I also rolled back to the last AMD drivers (19.9.2) and that solved my terrible Windows resolution issue. The only thing I can think of is that something went wrong when Origin tried to move the game from my old HDD to the new SSD, since BF4 is the only game I moved to that SSD.

Okay so I switched BF4 back to my HDD and the problem persists. Weirdly, my card is absolutely killing it in BFV (I'm getting higher fps in BFV 1440p ultra compared to BF3 1440p high). All other games work with my new 5700 xt, but BF4 just crashes my entire PC when I try it

i have the same problem in anthem, csgo, bf3, bf1 and bf4........ apex is the only game that works fine.
at 1080p and 1440p any of those games will not make GPU reach it is clock speed or even close to it, it is running at 600mhz to 1000mhz and i'm getting lower fps than my old gtx 1080p at those reselutions.

the card is working fine with apex, 1080p 170+fps and the clock speed about 1700 and 1900mhz!!!

xfx rx 5700 xt
