Question RX 5700 xt screen flashing black constanly

Recently i bought a used sapphire nitro+ rx 5700xt. I am aware that these cards are notorious for mining however the card i bought has only been used by one other person before me and is in excellent condition - it hasnt even been opened as the stickers are still intact.

My issue is that when under load, after a couple minutes the screen constantly begins to flicker black every 2 seconds and i have to boot into safe mode and use DDU to remove the drivers to stop the flickering. I have tried the latest drivers and the older amd drivers that windows automatically installs. The idle temps are in the 50s with the fans not spinning and max temps mid-high 80s

Is there something i should try to fix this or should i just return the card and avoid the hassle. I dont really want to as its a nice card but im not sure if this is a software or hardware issue
 
It would really help if you can first provide FULL and complete PC specs.

I have tried the latest drivers and the older amd drivers that windows automatically installs.

Don't let Windows automatically install the drivers though. That can also create issues.

CPU: Ryzen 7 1700 stock
RAM: 16GB 2 sticks corsair vengeance 4gb 2666mhz 1 stick T-Force 3000mh
MOBO: Gigabyte Aorus Elite B450
GPU: Sapphire Nitro+ rx 5700xt no oc on leftmost bios switch
PSU: Seasonic core gm 650W
Storage: 1TB crucial P2 m.2
240gb sata ssd
2x 500gb hdd

I ran kombustor and sure enough after a couple minutes it started flashing. The computer is fully operational despite the flashing there are no hangups or crashes or artifacting. As the temp rises the flashing becomes more frequent. When i close Kombustor and temps return to normal, the flashing still continues. Its like once there is a load the flashing is triggered and is only stopped by booting into safe mode

I will test the card on another computer tomorrow but i am contacting the seller and he continues to say that the card is fully working.
