Question RX 5700 XT shows 100% usage without even getting hot ?

Hi, I factory reset my pc and after that in, for example, csgo i have 100% gpu usage while getting 10-60 fps on some maps. I've tried DDU and installing latest drivers. Does anyone know what's wrong? Thanks in advance.

full system spec? include brand and model of the psu

what the gpu temp during the game?

What was the original reason for resetting the pc?

Update you post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition (original to build, newer, refurbished, used)?

Disk drives: make, model, capacity, how full?

Manually reinstall drivers directly from the applicable manufacturer websites. Reinstall and reconfigure. No third party tools or utilities.
