[SOLVED] RX 580 4gb slow after new ssd install

I just installed a new intel m.2 ssd and now i'm having some issues with my gpu. I ran several benchmarks and it does fine, but when i get into game, the gpu never gets above 600mhz. It runs at below 30 in every game i've tried. I've made sure radeon chill and power saving are off, and tried old drivers. It worked completely fine on my old hard drive. Any ideas on a fix?

RX 580 4gb
2x8gb DDR4 3000
Intel M.2 SSD
Seasonic 520w PSU
Asrock AB350 Pro 4

Download gpu-z and check to make sure your video card isn't running at some weird speed like 1x or 4x. make sure its at 16x speeds.
