RX 580 8G giving lower FPS than older Graphics Card

I just built a new computer and have installed everything I need (Drivers, windows updates, etc.) And My games are still extremely laggy. COD 4 is about 11 FPS and Fortnite is 19 FPS. Before I built my computer I used a family member's that had a old 3G graphics card and that was giving me 21 FPS on Fortnite! Is there something wrong with my parts or is there a bottleneck? Here are my specs:

CPU: i7-9700k (Overclocked to 4 GHz)
Motherboard: Gigabyte z390 Gaming SLI
Graphics Card: Gigabyte RX 580 8G
RAM: G.Skill Aegis 16G (8x2) 3000MHz
PSU: 750W 80+ Bronze Corsair Semi modular
Storage: 2 1TB HDDs (Primary drive intel optane boosted)

I confirmed that my monitor connection was plugged into my graphics card. My motherboard only has a HDMI connection while the monitor is DVI (24+1) and VGA.

My drivers seemed to be the problem. After checking the radeon engine and doing a clean install (uninstalling old drivers and reinstalling) the FPS jumped to an average of 99 FPS for Fortnite. Thank you for trying to help
