Rx 580 8GB GDDR5 VRAM gta maxed = 20-30 fps?

I recently bought an rx 580 and when i tried running gta on this card, i maxed everything out but when i did and restarted the game, it ran HORRIBLY. I have an amd-fx 4300 quad core and i assume its giving me one of the worst bottlenecks i've ever experienced. I was not sure if it was either the card or the cpu, just to be sure can i get a solid answer? Newbie to this sort of stuff so i apologize in advance for the ridiculous question. I have made sure i have cleaned my drive of any old drivers before putting in new drivers

Yeah, I'm sorry, but the FX-4300 is not a good gaming CPU, and GTA V (I assume that's the game you're talking about) is fairly CPU dependent: http://www.techspot.com/review/991-gta-5-pc-benchmarks/page6.html
FYI - the graphs above are with normal textures, and while higher detail settings will be more GPU dependent, certain settings do push CPUs harder as well (draw distance, for example).

What's your budget like? Ryzen 5 1600 CPUs offer pretty great value for money right now. But you'd be looking at CPU + Mobo + RAM.

An OC on your current CPU might help a bit.
Dropping draw distance might help a bit.

I don't think there's a silver bullet though, unfortunately.
