Question RX 580 8GB Gpu Usage

Hi people,I'm having issues with my GIGABYTE RX 580 8GB,the problem is that when i play any game my Gpu Usage is always 100% and my Cpu usage is on 40-50%,This makes my games feel laggy,and having some fps drops in menu,and in-game
My Specs are
I3 9100F
RX 580 8GB GIGABYTE
1X8 BALLISTIX 2666MHZ
ASROCK H310CM-HDV
Thermaltake 500w
1TB WD

Having 100% GPU usage is good it's bad if your GPU has low usage and CPU usage is pretty normal as well what games are you playing and what settings?

I'm playing games like r6 on custom settings only textures and shaders on ultra x8AA Getting 80-90Fps
On dead by daylight Ultra settings(50fps) getting fps drops to 40-30 for like 1-2 seconds
GTA V Ultra Everything i get 50-60fps but same fps drops and stuttering
I Have to say that before having this issue (100% gpu usage) on none of this games i was having issues on r6 i was getting stable 120-150fps
on gta V 70-80fps
on DBD 60FPS stable

yea i know is good to have the gpu on his maximum performance but my games somehow look laggy on this,i was good on 50-70 of gpu usage.but now is very unplayable,I already tried reinstalling drivers,reseting bios,But nothing worked looks like the gpu may be "broken"
