RX 580 fans not spinning

I just got a Sapphire Nitro+ Rx580, its fans wont spin and the computer shuts off after a few minutres of playing GTAV. From what ive read it seems it might be my PSU. I have recently changed every part of my rig except for it which puts it at about 7-8 years old and I hope that's it. Does that make sense?

Ryzen 5 2600
RX580 8gb
Asrock AB350 Pro4
Corsair Vengenace LPX 16gb 2666mhz
WD Blue 3d 250gb SSD
700w psu not sure what brand but 8 years old

Check the fans at computer start up. They should spin. Or force them to spin with Radeon Wattman/ MSI Afterburner. If they don't spin when forced it's a gpu error. If they do spin, you psu cannot handle the load. In general, this gpu has a pretty decent cooler and won't spin the fans easily and if it does they would be at 30% and you may not notice it at all

I had a gtx1050 in before and never had any problems, would the rx580 pull that much more power? it is about 2 times the size!

yes they do run at startup

They do spin for a few seconds on startup , then they stop and won't spin till a decent load is on the card. I own 3 of them.
 


Then as suggested you should try another psu. It's a power hungry card.

Ok thanks everybody, looks like I'm off to the psu store. Any recommendations? From what I've figured my system probably requiring around 400w, go with 500?600?

just showing my ignorance, but since my system should pull less than 400w, why would 650 be safer than 550? i understand its better to have more than enough than not enough, but will it occasionally spike to over 550?
