RX 580 getting less fps than old grahics card

I just bought and installed an ASUS RX580 4GB to replace my hd 6950 i had. The problem is, I am getting worse fps issues with the 580 than i was getting with the 6950

some examples of this is when playing csgo my fps is around 45-60 with both cards, as well as in minecraft, and rainbow six siege. In League of Legends I would get around 75 fps with the 6950. but am getting 45-60 with the rx 580. those are the only games i have tested them with, and i should also mention that the 580 gets fps drops semi frequently in all those games as well. also R6S will not run in full screen mode, only windowed( only with 580). when ever i change it, it undos the change instantly and goes back to windowed.

I should also mention that i had installed a 570 before i had the 580 because i bought it, then returned it to get the 580 and the performance issues did not happen with the 570 at all. I was getting 100+ fps in R6S, csgo, League, and minecraft.

I plan on upgrading to ryzen soon (next 2 months) but i doubt that my current specs are the issue in this case( although being quite old) because only the GPU was changed and the 570 increased my fps substantially. i have already deleted my old drivers and reinstalled new ones as well, feel free to ask any questions that might help find the solution. Your CPU is severely bottle-necking the GPU. However the fact that the 570 had better performance seems strange. So:

1) Try to use this => https://www.guru3d.com/files-details/display-driver-uninstaller-download.html, for clearing the drivers. Then installer the newest version. If it doesn't work try to use an older version.
2) Download GPUZ and check the GPU specs for anything abnormal.
3) Download CPUID Hardware Monitor and check the CPU/GPU clock speeds/temps and make sure that neither of them is overheating and both are able to hit their maximum frequencies, thus neither of them is throttling. There you'll also find the CPU/GPU usage stats which are also useful.

Finally keep in mind that your specific motherboard is too old and...

Finally keep in mind that your specific motherboard is too old and there are also reports online of severe CPU throttling incidents from a weak VRM module. A lot of users have seen their 95W CPUs throttling and your CPU is a 125W model, so this is a very possible scenario. The 580 is also more power hungry and outputs more heat inside your case than the 570. So it may make the situation even worse for your motherboard to properly handle it. Good luck.

EDIT: Try to update the motherboard's BIOS to it's latest (final) version, if you haven't done that already. It may help your board handle better extreme power load situations.

I updated bios and am now getting 2-3x higher fps and performance. thanks so much!
