Question Rx 580 Gpu usage, memory clock and framebuffer issues.

i'am new with amd card, is this fluctuation normal? https://prnt.sc/py2z70 seems wierd for me.
this is happen when in idle and im using wallpaper engine at the background, when the wallpaper paused everything goes to zero
it also appear when playing video or anything related but not when the card is pushed to full load everthing just looks normal.
also the gpu usage in the task manager sometimes when i'm trying to open or close an application it's rose to 100% and go back to normal in a second
but i cant see that in the wattman or msi afterburner, just only in task manager.
one thing i noticed or maybe it just my feeling, it seems the time when im trying to open an application it's like having a delay or load im not sure.
i've trying to install driver from the recommended and the newest but still dont have any effect, changing the msi afterburner to unified GPU usage still doesnt work.

include the version of Windows 10 as well as the make and model of your PSU. Are you on the latest BIOS version for your motherboard?

That's a poor quality PSU that is not really 500W. It can output 456W in the 12V rail which is what matters. 580 has a minimum requirement of 500W. This might not be the cause of your problem (it does sounds like it is though) but it will DEFINITELY help your system being powered by a quality PSU.
that psu is from my old haswell cpu, i have a plan to upgrade it tho. my options are evga 550dg, corsair cx550 and be quiet system power u9 500w. what do you think of those psu?
so for now since i cant buy the psu right now, is there any other speculation of the cause of the problem?
btw the memory clock is always switching between 300 to 1000 all the time, when i try to make everything to the max in the wattman (1411,1750) there is nothing wierd except for the ativity ( the green one) it's still fluctuated like that in game menu but not when playing like usual.
