RX 580 High temps with 100% fan speed

Card reaches 85c-90c on load with 100% fan speed. Undervolting has helped some, but not a lot. I've also replaced the thermal paste with some Arctic MX-4. This didn't really make a noticeable difference in temps. I've even gone as far as to modifying my case for better airflow and installing new fans. With all of these modifications my temps dropped from around 90c to 85c, but my fan usage is still at 100% and rather loud. I know the temps are safe, but coupled with 100% fan speed? My PC sounds like a jet engine. Im using an MSI Armor RX 580

At 22ºC ambient temperature, at 100% of use the normal temperature is 75ºC - 78ºC. If its ambient temperature is higher this influences the temperature of the GPU.

This GPU is a variation of the RX 480, OC of stock and with more consumption. You can not expect it to be fresh.

In the attached link it shows that this is one of the noisiest GPUs in load. It also indicates that there is a modification of the MSI BIOS that improves the noise somewhat. Maybe you should contact MSI for more information.

It sure sounds like something is amiss-are you sure the heatsink is making proper contact? Also is the compound being applied/spreading properly? Is the card clear of dust/dirt? 85-90c is not unheard off but when the fans are at 100% its a cause for concern.
