RX 580 Low Frame Rate in FPSs

So I have looked at plenty of forums but came seem to find anything that has helped me improved my FPS on my desktop. Though the game (Black Ops 4) is still very playable I would love to be using my computer to it's full potential. I use a single Viotek 1440p Curved Monitor and get 40-60fps, my frame rate bounces around a lot but I would say the average is right around 55-60fps.

Here are my computer specs:
AMD RYZEN 5 1600X 6-Core 3.6 GHz (4.0 GHz Turbo)
XFX Radeon RX 580 GTS Black Edition 1405 MHz OC+, 8GB 256-bit GDDR5
CORSAIR Vengeance LPX 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3200
ASRock AB350M Pro4 AM4 AMD Promontory B350 SATA 6Gb/s USB 3.1 HDMI Micro ATX AMD Motherboard

A few notes:
- I have the game installed on a HDD instead of my SSD but I doubt that is affecting it?
- I run almost all settings on Medium and not High/Ultra
- I have reinstalled Windows 10 from scratch and reinstalled my Graphics Card Drivers using DDU
- I have tested in PUBG and also Destiny 2 and get around the same results
- I have uninstalled and reinstalled the game completely

Does anyone have any idea why I am not able to get 80-100fps like other benchmark tests I've seen?
