Question Rx 580 not boosting in game

My 580 won't boost up to its base clock. I am playing CS and it wont boost to its 1360MHz speed. I don't have on vsync or any frame limiters and it is not overheating. I have tried doing a fresh install of my drivers using DDU. Any Ideas? or Anyway to lock my cards speed in game?

I ran heaven benchmark and it clocks up fine

I just ran a CS benchmark and this time it worked fine. I had close too 100% usage with the correct clock speed. 10 minutes ago it wouldn't clock up. Last night I had the same issue. For 10 minutes it worked fine, but ended up having the same issues after. I will re reply when I know the usage when it is being stupid. Thanks for the help btw I appreciate it
