The link above recommending 500 watts was done with a factory OC (MSI). The card, with factory OC only drew 191 watts w/ factory OC at the PSI recommendation and that was with an overclocked 5960x as the CPU which can pull 230 watts ... his CPU draws only 84 watts peak so that would him almost an extra 140 or so watts that goes away in their test

191 GPU + 84 CPU + 35 Hi end MoBo + 40 everything else = 350 watts that's 37% headroom, which falls in between the 25 - 50% rule of thumb
Make sure your power supply has the pci-ex connector the card needs. For instance, if you pick a 580 that requires an 8 pin connector and your power supply had only the 6 pin connector, I would advise upgrading your power supply for that card. Otherwise I'd consider 480W enough for that setup.

This is Guru3D's generic power supply recommendation for the series:

AMD Radeon RX 570 - On your average system the card requires you to have a 450 Watt power supply unit as minimum.
AMD Radeon RX 580 - On your average system the card requires you to have a 500 Watt power supply unit as minimum.

If you are going to overclock GPU or processor, then we do recommend you purchase something with some more stamina.

The 480 watter should be just fine as long as you aren't overclocking anything. FSP makes some high quality stuff and OEMs to many other brands you know (FSP / Fortron has the lowest RMA ration of all PSU manufacturers).... but a model would be useful ... I can't find a 480 watt model in the database. FSP makes PSUs for Thermaltake, Antec, BeQuiet!, EVGA, etc

here's a 400 watt model reviewed but I cant find anything on a 480
