I'm going to be building my first pc soon and I don't know what GPU to get I have a gpu budget of around 450 dollars

The 580 & 1070 are essentially the same on a price/performance ratio really.
The 1070 is some 30% more expensive than a 580 8gb , its also about 30% stronger.

Buy based entirely on your budget - I'll say now even with a freesync screen If I personally had then budget for a 1070 , a 1070 is what I'd be buying.

Freesync is what but is, its not the be all end all if you buy an nvidia card , it's close to a necessity with amd cards because you don't have the adaptive vsync hardware settings that nvidia cards have.

If you buy a 1070 you can either just enable that system wide OR leave vsync disabled entirely & set a 144fps frame cap with rivatuner.

Does the job just about the same IMO.

Agreed with that has been said so far, the GTX 1070 is the stronger card overall for 144 Hz but that said most the games you listed should run easy on a RX 580 and to be honest i would go with it based on the fact you already have a FreeSync monitor alone. (The GTX 1070 can't utilise the feature).

Waiting for Vega is also a good idea but i suppose it depends if you are patient.. ;)

Isn't Vega going to have Freesync 2 instead of freesync 1?

Only issue with AMD's cards is that they're very power hungry, and dump a lot of heat into your case. A GTX 1060 is something like ~5% faster than an RX580, and ~10% faster than a 480, but the 580 draws more than 50% more power - more than a GTX 1080, in fact. It doesn't affect performance, but to me, it's very unappealing that AMD's designs are so inefficient.

On the other hand, NV's proprietary technologies (e.g. G-Sync) are rather unappealing too.

I do not give a #### about power I'm just trying to get the best price to performance

If that's the case, you may be able to do better picking up an older Radeon 290X/390X or Fury or even something like a GTX 980, used or on clearance. The AMD cards are furnaces (close to 300 watts vs 120w for a 1060) but the Fury is faster than 1060 or 580 and the 290x/390x just about tie.

At a glance, there's a 290X for sale on Anandtech's classifieds for $140.

Freesync 2 is going to be backwards compatible. Should not be an issue.
