Question RX 580 Poor Performance

Hello

Well, am facing a problem with my new upgrade, i have recently installed my new XFX RX 580 Black Core Edition, but when i try to play games such as PUBG on the Steam with High graphics, i only get 50 to 70 fps, and when i try to play PUBG on the Tencent Gaming Buddy Emulator i get between 40-55 fps and it is unstable with a lot of lag.

I used to have the HD 5670 Gigabyte card, and MSI HD 6850, and i was getting around 40-45 fps stable on Tencent Gaming Buddy.

I have searched online and found a lot of people are playing the Steam game on High and Ultra setting with high fps's and tencent gaming buddy on stable 55-60 fps's.

Where could be the problem? is it the settings on the AMD software? i have installed the latest update from their website. Most people around the forums say that i have to give more power to the GPU thru Wattman Setting on the AMD Software and overclock it to give me the best performance, does i really have to do this?

Another thing, when i turn the pc on, it shows this kind of screen, like no signal or crashed screen, for 1-2 seconds then the pc works fine. Note: I am using a VGA to HDMI converter as my screen a bit old and have only VGA connectors.

My pc specs now is:
P55A UD3 Gigabyte MBO Rev 2.0
6 GB's of ram, Kingston 1333
Corsair PSU 650W
SSD 120 GB Kingston
1 TB HDD WD
Core i5 2.8 760
XFX RX 580 Black Core Edition

So, is my CPU bottlenecking my GPU? My motherboard? a software issue? didn't find a solution so far.

Thank you all for the answers, what could be the best replace for my processor and motherboard? i wanna go AMD this time not Intel for their price advantage, lets say a mid-range desktop, i need the RAMS, CPU, Motherboard, my main use of the desktop is browsing the internet, i only play Pubg on Emulator and Steam.

Well, i am from Jordan middle east, but i usually buy my pc hardware through Amazon or Ebay, it's very expensive here, prices are like 40% to 50% more, i got the RX 580 for only $180 and in Jordan it is $350.

Budget between 500$ to 700$ for the processor, rams, mobo.

I am currently thinking of the Ryzen 2600 or the X version, AMD X370 or X470 mobo, and 2444 mhz rams from patriot or Ballistix 16gb's, i will get all of the parts from Amazon, they ship fast like in 5-6 days to my country.

Thats a good combo but you NEED faster ram with Ryzen. Get DDR4 3000 mhz minimum.

Thanks Leader. Well, i have a question here, don't i need to overclock to reach the 3000 mhz? as ram's always reads on the motherboard like 2444, 2666oc, 2888oc, 3000oc, 3200oc.

Please excuse my little tech knowledge here, 2015 was the last time i tried to build a desktop.

That means that the memory is "overclocked" from the base standards (in this case 2133/2400 mhz). To use it at its rated speed you just install it and go to memory settings and turn on XMP and set it to whatever speed you bought. Its simple.
