i have a mining rig with 6x rx580 most of them are pulse with 60c constant at mining , lately one of them get 83c ! i clean it but the same problem what i noticed :
-in idle all cards about 37 deg only her with 30c !
-in mining when i put my hand in air flow the air in other normal gpus it seems hotter than the overheating gpu is that normal ?!
is that a poor contact with heatsink ?
any sugesstions ?

83 degrees is high, but IMO not high enough to get worried about. Many GPUs can quite easily handle working up to early/mid 90 degrees.

The RX580 can quite easily run around 80 degrees under heavy load for a prolonged period of time.
It can depend on where the card is placed and how much load it is being put under.

its recomanded to change the thermal past ?

See:

You can, but again, 83 when under full load whilst mining I would not actually be too worried about. Thermal paste change done correctly may help, so you can do so if you wish. But the RX580 can handle up to early 90's.
