RX 580 refresh rate problems

I recently bought an RX 580 and I'm running double 24 inch 60hz monitors. The problem I have is that in some games (SpeedRunners and Stardew Valley) I seem to be running into monitor refresh rate problems. The issue occurs on fullscreen and fullscreen windowed, sometimes right after turning the game on and sometimes after switching to a different app. The issue doesn't seem to occur in all games however, as GTA 5 runs normally.

I'm assuming it's a refresh rate problem, because FPS measuring shows high FPS values, but the game itself feels very choppy. What could be the issue?
 
Solution
It could certainly be poorly optimized code in the games themselves, having or not having Freesync enabled, driver issues (Would recommend doing a clean install of the AMD drivers using the DDU first to remove ALL old driver frameworks) and even your motherboard bios version.

I'd do the bios update for your motherboard if there is one available, followed by a clean install of the GPU card drivers, before any other troubleshooting.

If it's been a long time since you did a clean install of Windows, that would likely be a good idea as well.

It's probably also worth looking around to see if those specific games have a common issue with optimization or buggy code too.
