[SOLVED] RX 580 under performing

Few months back I got a RX 580 Red Dragon 8gb.
Installed it, downloaded the drivers and uninstalled the old ones (HD 5450) and everything was fine. End of the year I did a complete cleanup (Formated the windows drive and the 2TB also), installed everything and was again, fine, now I've noticed a big dip on performance.

Destiny 2, Shadow of War, HITMAN, and other all have suffered about 40fps hits. Was 60/70 (VSync and locked) now it keeps at 30/40.

Using about 50W on HWMonitor and only goes to 170W on FurMark.

Installed adrenalin 19.1.1 today (Was happening before)

CPU: FX 8350. Not thermal throlling
RAM: 1x8gb 1600 Using about 6 or 7 during gaming.
PSU: 750W 80+
 


Disabled Power saving on bios and cool n' quiet as well. Windows is on High Performance. On Asus website the is only Bios updates for M5A97 LE R2.0 (Win 10)
 


On HITMAN:
4.013MHz consistently.
60°C on aroung 50% usage.

Around 60% GPU usage and 100W usage and still going to the 40s. 60°C also
 
Ok. Since last update I reverted the OC, changed the 8pin cable from the PSU e used the other plug. Reseated the GPU. No change. I noticed that when I run the FurMark GPU stress test it goes really well, when I do the CPU stress test it goes really well, when I do both the GPU problem appears. While gaming on 40-50% CPU usage on 50°C the problem still occurs on the GPU part.

Could it be the MB also?
 


Yeah. Its an old PC with the exception of the GPU. 5 years. Its somewhat expensive to simply change the PSU here (Brazil), Is there anything I could do to "make sure" its the PSU?
 



Yeah if you can borrow a good quality psu you could try that?
