[SOLVED] RX 580 Unstable Utilization

So I have recently upgraded my motherboard, ram, and CPU and now I have noticed my RX580 has unstable utilization in some games. For example, Valorant, CSGO, and Dead by Daylight will have low FPS no matter what settings I try to use and my GPU utilization will fluctuate immensely but when running games such as Resident Evil 2 & 3, and Modern Warfare my frame rates are completely fine and my GPU utilization stays at 100% which is what I would expect.


My temps stay around 65-70C and it has been higher previously. I've turned off Radeon Chill and have done clean installs of all of my drivers. I have also adjusted wattages and clock speeds of my GPU to see if anything changes but nothing happens. Any suggestions would be appreciated at this point!

I also have a new power supply, EVGA 850w but I figured that wasn't an issue since I can run some games perfectly.

CPU - Ryzen 7 3700x
GPU - Radeon RX 580 4GB
RAM - Corsair Vengeance RGB Pro 32GB 3200 MHz
Motherboard - MSI B450 Tomahawk Max
Power Supply - EVGA 500w Bronze
 
Solution
Well since you have new PSU i would recommend try different one, even new its still can be defective somewhere.
Also maybe update your mobo's bios.
