Question RX 580 won’t post

Hey, I’ve recently built a PC for my friend and it was working fine for a few weeks then he told that the power supply started making an uncomfortably loud sound and when playing games it would blue screen. Because of what he had told me I assumed it was the PSU not providing enough voltage (450W) so I replaced it with one of a higher wattage (550W) brand new, the buzzing has stopped but the GPU still won’t post. Incase the GPU had died I placed it in my system and it posted immediately so I ruled that out, I then turned to checking the motherboard so I placed a Gtx 1050 in the same PCIE slot and his system then immediately posted which shows no issues with the card or motherboard however the GTX 1050 does not require a PCIE power connector to run and even the RX 580 has its fans running with the connector despite not posting. Honestly I’m a little bit baffled at this.
