RX 580 Won't Hit 100% Usage

My MSi Armor RX 580, for some odd reason, won't go to 100% usage when I play games, expecially when I play Fortnite, my usage stays around 60% and I don't get my card's full performance. Would someone please tell me what's wrong and how to fix it. Also my specs are as listed:
Ryzen 3 1200 @3.7GHz
2x4GB T-Force Delta RGB
Samsung 860 EVO 500GB
EVGA 550 G3 Power Supply
ASRock AB350 Pro4 Motherboard

EDIT [I've also already tried installing a couple older drivers to see if that would fix and it did nothing.]

I'm looking at MSI Afterburner now on Fortnite and it reads that the about 6gb ram is being used and around 90% usage on the CPU.
 


No, it isn't playing at good frames and on the same settings I see people getting way more fps than I am getting.

what the exact model of the ram? running in dual channel?
 


One of them was from a trust source though (SapphireTechnology) and the ram I'm running is 2x4gb DDR4 @3400mhz T-Force Delta RGB
 


And yes it is running in dual channel mode.
 


I didn't think a Ryzen 3 1200 could bottleneck an RX 580 and I'll test Star Wars Battlefront II and report back.
 


I've been playing Star Wars Battlefront II and the GPU usage will bounce around from 100% all the way down to 10% and the CPU usage stays around 60-80%. I also overclocked my CPU to 3.8ghz and my ram is actually at 3200mhz in dual channel. I don't understand why a Ryzen 3 1200 would bottleneck this card when it should be perfectly fine. I also get anywhere between 60 and 80fps on the map Endor which seems to be one of the more demanding maps.
