Question RX 6600 is running extremely slow ?

I recently just bought my RX 6600 to upgrade my aging PC, and it's suffering from serious frame time and lag issues. I can't even run Overwatch on high settings anymore, with my machine struggling to keep even 30 fps. What's weirder is that as I've tried to resolve these issues, my fps has been getting worse. Here's what I've done:

  1. DDU'd multiple times
  2. Disabled freesync and vsync
  3. Checked to see if my system is throttling, it doesn't look like it is.
  4. Reinstalled the game on my SSD and HDD multiple times
  5. Deleted and reinstalled my drivers multiple times, 2 times minimally and 3 times full install.
  6. Factory resetted my GPU once.
  7. Deleted 150 GB of memory from my SSD (just games)
  8. Throughout all of this, I've been watching my machine's game performance using Afterburner. About halfway through this list, the options for "framerate" and "frametime" disappeared from Afterburner's monitoring options.
I'm not entirely sure what to do from here. I'd appreciate any suggestions before I bite the bullet and take my machine to a PC repair store. I'm not very experienced with PCs (I built this in 2018 and left it at that), so please keep that in mind lol.

AMD RX 6600, 8 GB VRAM
ASRock B450M Pro4
16 GB RAM
500 GB SSD, 1 TB HDD
 
Ok, so after reinstalling Rivatuner (which came with Afterburner), I was able to observe my framerate and frametime again. Somehow my framerate is back at a constant 60 (no idea how that happened). It also looks like DDU-ing did work, though my frametime during matches is still in the shaky/unstable mid-20s with severe spikes when I die. I'm assuming the camera changing suddenly is the reason for that. Any tips on improving my frametime so it settles around something a little smoother?
