Just as the title says. Need help figuring out how to change to pcie 4.0. Bios has no setting to change it after looking.
Specs:
Cpu: ryzen 5 5600
Gpu: rx 6600 xt
Motherboard asus prime b450m k
Cpu z says the motherboard suppots pcie 4.0 but the gpu runs at 8 gb/s with a maximum of 16 gb/s

The GPU and motherboard will automatically be running PCIe 3.0 since your motherboard is limited to PCIe 3.0. The GPU itself is designed to only use PCIe 4.0 with up to x8 PCIe lanes on a PCIe 4.0 compatible motherboard and with a PCIe 4.0 compatible CPU. So with the motherboard you have, you will only ever see it running PCIe x8 3.0. You would need a B550/X570 to get PCIe 4.0 with your Ryzen 5 5600.
