Question rx 6650xt SERIOUS problem no display

Hi,

so 2 days ago i got a new rx 6650xt, had a few problems installing drivers etc. but today finally i got it working after a few problems also with updating my chipset. So it was working normally for like 3hours or so and when i was on desktop, watching youtube suddenly black screen showed... Not typical literally screen shaking, photo:

So i restarted my pc and the card wasn't working anymore. But graphic card small rgb was working, also fans at the start of pc. But there is a loading and the logo, only after this the display goes black and nothing happens. The computer is like still running, and even after a time or if i just spam keyboard/mouse the fans starting to get on full speed, so it probably restarts again automatically but this time without the loading screen, just always black screen with fans once or twice being on full speed for a few seconds during this.

I tried my old graphic card and everything was working fine, also it should be bc of the 6650xt?
Also not monitor/cable/ports problems, tested everything.

But the 6650xt works in safe mode (at least for now), fans aren't working only at the start of pc.

I had updated gpu drivers with Adrenalin 22.11.2. And before, I have used DDU and AMD Cleanup to uninstall old graphic card drivers.

Now my specs:
650W RMx Corsair
AsRock b450m steel legend
amd ryzen 5 3600
2x8gb 3200
and RX 6650-XT (ROG Strix OC Version)

Any help/ideas?
Could it be because of my chipset drivers? Because i have updated/installed them recently but there was an error while installing, although it still installed successfully.
I think i had this "ULPS" on, i heard it could cause problems? But i mean im in safe mode and it works fine so idk.


EDIT: Actually my bad, the display is "working" i see loading and the logo and i can actually get into the bios. I gave it a shot and tried to uninstall drivers with DDU again. And this time install newest amd Adrenalin software 23.2.1 and also this time picking not full install but minimal install, with a hope this would change something.
Unfortunately after installing my PC crashed (i think so, too much problems my head hurts) and same problem happens again. I can only use system normally if i have no drivers installed from amd(i dont have drivers from windows either, coz i disabled auto updates).

What BIOS version are you on for your motherboard? If the RX6650XT is what's new in your build, what were you using prior? How old is the PSU in your build?

Literally i had 500wat PSU before, but i got new corsair now and tried with this too and same result, so its 1 day old?? xD

I was using gtx 1060

And speaking of bios, my version is 4.3 but actually i updated it coz i just got new ryzen 5 5600 but first wanted to make sure i get the gpu working properly. So im still using ryzen 5 3600 on this new bios, could this actually be the problem? But i mean i used this new bios with 3600 for like 1 day and it was all fine.

Did some testing using windows drivers, older drivers adrenalin Adrenalin 22.11.2 and Adrenalin 23.2.1 , suddenly all of them working now, Did also tried with driver only and minimal installation. Right now im using the newest one and its working so far. BUT i can't imagine the same issue won't happen again. I mean i did nothing just updated my drivers again like i did last time but this time it worked...
Also i have the switch on my GPU to Q Mode and P Mode, i was and am using P Mode. But in this mode the fans shouldn't be at 0% or not? I've done a reasearch a bit and in Performance mode the fans should be always on but in my case they were still in ULPS. I had to disable it in Afterburner maybe this will somehow help.

Right now im in desktop and i see GPU and Mem Clock speed at 0-40Mhz, how can i disable this mode ? I mean it has almost 0 speed when on desktop/when no needed but it can harm somehow my GPU?
