Hi, I'm experiencing some small problems with my RX 6700. It seems like regardless of the graphics API of the game , when I enter a new area, when I shoot my gun for the first time or swing my sword for the first time etc. I get stutters. The first 30 seconds of any game the first time I install them is basically unplayable due to the stutters (this applies to CSGO [DX9], BF5 (both [DX11 and DX12] and literally any other game), but after some time most of the stutters will be gone, though there will still be some small stutter. So my question is, is this how it's supposed to be? My old 1050 Ti and i5 4570 system never experienced stutters in CSGO, though it produced much less fps. Did some benchmarks and they came out pretty good, and temps are optimal as well. By the way, these stutters happen whether I'm cpu bound or not. Here are my specs:

Corsair 220T Airflow Case
Windows 10 2H22, Clean install
Samsung CRG5 144Hz ( I regret cheaping out on my monitor and buying this. Really bad monitor, I feel every frametime spike even with FreeSync and along with that I experience brightness flickers)
