Is the Rx 6700XT at around 450€ worth the upgrade from an Rx 580 ?

How old is the PSU in the above listed build? If you want to drop in an RX6700T, I'd get a new, reliably built, branded PSU(like the Seasonic you have) with at least 650W of power at your entire system's disposal. In your current state, no, I wouldn't take the risk with a higher pedigree card.

Absolutely, though please make sure you invest in a quality PSU, instead of trying to bunch the PSU and GPU purchase with a limited budget. Go for a BIOS update on the motherboard and you should be able to drop in a 5000 series Ryzen processor later down the road.
A Ryzen 5600X it's in my thoughts.
